     I wish to express my personal congratulations to van as members of the Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD) Supply Reengineering Team for warning the David Packard Excellence to Acquisition Award, and to thank you for your organization's efforts on behalf of the warfighters Your organization is a vital member of this team The David Packard Award is the highest award presented by the Department of Defense (DoD) in recognition for excellence in acquisition and logistics. It is presented to teems who have made highly significant contributions that demonstrate exemplary innovation and best acquisition and logistics practices

     It is a significant accomplishment for the CAD/PAD Team to be selected as this year U.S. Navy's award winner, one of only four teams DoD-wide so honored. These exceptional results would not have been achieved without the extra effort of each and every team member.

     As the lead contractor supporting the reengineering core team, you facilitated and completed a thorough reciprocating effort Because of this effort the lead time for the fleet to order CAD/PAD devices has been reduced from 120 days to 14 days with the average order arriving within a days The reengineer and process has fulfilled over 9,500 orders representing over 24,000 requisitions since the start of prototyping in October 1999. The new process also eliminates approximately 46 work-years of feet labor, thus allowing the warfghters additional time to meet other needs.

     This award represents the culmination of the CAD/PAD team and your organizations status as one of DoD's best. Congratulations again for winning this prestigious award. Thanks for a job well done and for being such an effective asset to the CAD/PAD team!
