| 1. | Congratulations
on your selection as Field Activity winner of the Commander’s Award for
Team Excellence.
|
| 2. | The
CAD/PAD Re-Supply Reengineering Team successfully created a responsive
customer friendly re-supply process for explosive items, one of the most
challenging types of commodities in the Department of Defense.
Few Government agencies have improved procedures for handling inert
(non-explosive) products and few have been successful in redefining the
process for that support the customer with critical ordinance
requirements. The CAD/PAD
Team met this formidable challenge by engaging customers, process owners,
and stakeholders across several chains of command.

| 3. | The
CAD/PAD Re-Supply Reengineering Team has proven to be a creative,
dedicated, professional Team. This
Team has fulfilled its responsibilities as chartered on support of the
mission of the Navy. The new process for requisition, distributing, stocking, and
managing Navy and Marine Corps CAD/PADs has resulted in reduction of the
re-supply lead-time, is saving work years of burden on the Fleet per year,
is saving the United States Navy money, and has the additional benefit of
being a paperless process. The
CAD/PAD Program emulates the best practices in commercial industry today.

I wish to offer my congratulations to the Cartridge
Actuated Devices/Propellant Actuated Devices (CAD/PAD) Re-Supply
Reengineering Team for being selected for the NAVSEA Commander’s Award
for Team Excellence. Your
employee’s Daniel Berkon, Salle Wright and Helene Farrell are essential
members and their efforts have added to the team’s success. As the lead contractor supporting the Reengineering
Core Team, you facilitated and completed a thorough reengineering effort
that has reduced the lead-time for the Fleet to order CAD/PAD devices.
This effort reduced from 120 days to 14 days with the average order
arriving within 8 days. Not
only did you develop a faster process, the new process avoids 46
work-years of Fleet labor. The execution of the reengineering effort was
impressive. The detailed
analysis, documentation, and engagement of the Fleet stakeholders thought
the development process has been acknowledged by senior NAVAIR management
as one of the best examples of how to conduct a reengineering effort.
