     This letter is written in support of Sweet Analysis Services, INC. (SASI) to attest to their experience and capabilities in supporting US.-Russian technical and defense conversion programs.

     The Karpov Institute of Physical Chemistry is a renown Russian institute specializing in advance nuclear technologies, chemical weapons demilitarization, ad opto-electronic materials processing.  The Karpov Institute has worked with SASI since 1993, establishing a joint Business Agreement in 1994, and currently working on a contract with SASI under the U.S. Department of Energy Initiative for Proliferation Prevention since 1996.

     SASI has demonstrated understanding, innovation, and good faith in working together with is to develop a successful project which meats both U.S. and Russian government and commercial interests.  SASI has demonstrated expertise in management training, coordinating the transfer of official documentation between the U.S. Government and our Institute, coordinating the shipment and transfer of material furnished by the U.S. Government to Russia, providing translation and interpretation support, and supporting all logistics requirements for managing an international program of this magnitude.

     The Karpov Institute highly recommends SASI to support any US.-Russian technical and defense conversion programs.
